Panawen

Terms of Service

Last updated 30 October 2026

These terms cover your use of Panawen, the website and its dashboard. By using Panawen you agree to them. If you do not agree, please do not use it.

Forecasts are estimates, not warnings

  • Forecasts come from weather models that work on a grid cell, which can span several barangays. They are estimates, not measurements at your barangay, and they can be wrong.
  • Barangays in the same model cell share one value.
  • The flood view is a relative indicator from rainfall and elevation. It is not a flood simulation or a hazard map.
  • Barangay boundaries are indicative and not official.
  • Panawen is not an official warning service and is not affiliated with PAGASA, NDRRMC or any government agency. Alerts we show are copied from PAGASA's public feed and can be late or incomplete.
  • For warnings, evacuation and safety decisions, follow PAGASA, your LGU and your local DRRMO. In an emergency, call 911.

What Panawen is

Panawen gives free rain and heat outlooks for every barangay in the Philippines, estimated from open data: Open-Meteo forecasts, PAGASA public alerts and open boundary maps. It is free of charge and provided as is. We may change, pause or stop any part of it at any time, with or without notice.

Your account

You need to sign in to see forecasts. Give a real email you control and keep your password private. You are responsible for activity on your account. If you sign in with Google, Google's terms also apply. If you think someone else used your account, tell us at aaronjohn.tamayo29@gmail.com.

Acceptable use

Do not:

  • break the law using Panawen;
  • attack, overload or probe the service, or get around sign-in or rate limits;
  • scrape or send automated bulk requests beyond normal personal use (ask us first: we are open to LGU and research use);
  • present Panawen output as an official PAGASA or government warning;
  • resell the service or remove the data credits.

Data from others

Weather data by Open-Meteo.com (CC BY 4.0), alerts by PAGASA (CC BY 4.0), rivers from HydroSHEDS, boundaries from philippines-json-maps. Their licences and terms apply to their data. We credit them on every page that uses it.

No warranty

Panawen is provided as is and as available, without warranties of any kind, express or implied, including accuracy, completeness, availability or fitness for a particular purpose. We do not promise the service will be uninterrupted, error-free or up to date.

Limitation of liability

To the fullest extent allowed by Philippine law, Panawen and its maker are not liable for any loss, damage, injury or cost that comes from using or relying on Panawen, including decisions to travel, cancel, evacuate, plant, harvest or stay put. You decide how to act on an estimate, and you carry that decision. Nothing in these terms limits liability that the law does not allow to be limited.

Suspension and termination

We may suspend or close an account that breaks these terms or harms the service, usually after a warning unless the harm is serious. You can stop using Panawen at any time. To delete your account, email aaronjohn.tamayo29@gmail.com. The sections on no warranty, liability and governing law survive termination.

Changes to these terms

We may update these terms. We change the date at the top, and for important changes we will show a notice on the site. Using Panawen after a change means you accept the new terms.

Governing law

These terms are governed by the laws of the Republic of the Philippines. Disputes go to the proper courts of the Philippines.
